Industrial Parks Development Corporation (IPDC) of Ethiopia
Introduction
The Industrial Parks Development Corporation (IPDC) is a state-owned corporation in Ethiopia responsible for developing and managing industrial parks. Established in 2014, IPDC plays a central role in the country’s industrialization efforts, aiming to attract both foreign and domestic investment and promoting export-oriented manufacturing.
Background
IPDC was established by the Council of Ministers Regulation No. 326/2014, with a mandate to foster industrial development in Ethiopia. The corporation’s mission is to build and manage world-class industrial parks to attract investors, accelerate industrialization, create jobs, and increase the country’s export capacity.
Objectives and Functions
The primary objectives of IPDC are to develop high-quality, specialized, and mixed-use industrial parks, attracting foreign direct investment (FDI) and domestic investment. The corporation also focuses on promoting export-oriented manufacturing, creating job opportunities, and supporting the development of local businesses. IPDC’s functions include: developing land and infrastructure; providing one-stop-service support for investors; logistics and warehousing facilities; and providing support for worker training. The corporation is responsible for providing infrastructure such as roads, power, water, and telecommunications in its developed industrial parks.
Industrial Parks Managed by IPDC
The IPDC oversees 12 industrial parks and one free trade zone, each focusing on key economic sectors:
1. Hawassa Industrial Park
Focus: Textile and garment manufacturing.

3. Combolcha Industrial Park
Focus: Textile and apparel.
